Ambala, August 28, 2026: Residents across Ambala district are facing increasing difficulties in getting land and other revenue-related documents as Technical glitches in the new software have combined with a six-day strike by patwaris and kanungos.
More than 12,000 land mutations (intkaal) are now pending in the district. Around 11,000 cases were already stuck due to technical issues in the software, and the number has crossed 12,000 following the ongoing strike.
The disruption has affected the functioning of the Revenue Department, leaving people struggling to obtain important documents and certificates.
Patwaris and Kanungos on Strike for Six Days against Technical glitches
Patwaris and kanungos have been protesting for the past six days against persistent technical problems in the new software. During the strike, revenue offices in Ambala City, Ambala Cantt, Barara, Naraingarh, Saha and Shahzadpur remained closed.
The strike has affected not only land mutation work but also other essential services. More than 1,000 caste verification cases and around 800 domicile certificates are reportedly pending.
Amit Kumar, president of the Patwari and Kanungo Association, said the technical problems in the new software have made it extremely difficult to carry out routine work. According to him, employees have been receiving assurances for the past four months, but the problems have continued.
He said that unless the software is fixed, land mutations cannot be properly processed, leaving employees with little choice but to continue their protest.
Residents Forced to Make Repeated Visits
The problems have caused considerable inconvenience to residents who need revenue documents for property-related and other official purposes.
Ramesh Kumar said he had been visiting government offices for nearly a month to get a land mutation processed. Initially, officials cited problems with the software, but the patwaris’ strike has now brought the work to a complete standstill.
Similarly, Sunita Devi said she needed caste and domicile certificates for her daughter to submit at her college. However, the local patwar office has remained locked for six days, raising concerns that the delay could affect her daughter’s admission-related formalities.
Impact on Registry and Legal Matters
The disruption is also affecting legal matters and registry-related processes at tehsil offices. Residents say delays in inheritance mutations are creating additional difficulties in property-related cases.
The prolonged technical issues, combined with the strike, have therefore created a serious backlog in revenue work across Ambala district. Residents are now waiting for the software-related problems to be resolved and government offices to resume normal operations.
