Illegal Colonies in Haryana – The Haryana government has tightened regulations to prevent colonizers and property dealers from developing illegal colonies under the guise of exchange deeds. A recent amendment to Section 7-A of the Haryana Development and Regulation of Urban Areas Act, 1975, brings exchange deed registrations within the scope of stricter monitoring in notified urban areas.

The move comes after investigations revealed that land mafias and property dealers were exploiting exchange deeds to bypass legal restrictions and avoid action under existing urban planning laws. Through this loophole, unauthorized colonies were allegedly being developed and land transactions were being carried out without the necessary approvals.

According to official reports submitted by the Deputy Commissioner of Gurugram and the SDM of Manesar, several cases highlighted how exchange deeds were being used as an alternative route for unauthorized land registrations. These findings prompted the state government to amend the law and strengthen oversight of such transactions.

The Town and Country Planning Department has also written to the Financial Commissioner of the Revenue Department, requesting that all revenue officials across Haryana be instructed to strictly enforce the revised provisions. Authorities have been directed to ensure compliance and prevent any registrations that do not meet legal requirements.

Officials believe the amendment will effectively curb fraudulent land dealings and stop the creation of illegal residential colonies without proper No Objection Certificates (NOCs) and government approvals. The decision is expected to bring greater transparency to land transactions and strengthen urban planning regulations across the state.
